Update: UK Announces New System for International Travel | Morgan Lewis

The UK government has announced a new, simplified system for international travel. The current red, yellow and green traffic light system will be replaced by a single red list and simplified measures for the rest of the world.

The rules for traveling from countries and areas that are not on the Red List depend on a person’s vaccination status. The government will also recognize full vaccinations from 17 other countries and territories.

JOURNEY FROM THE REST OF THE WORLD FOR FULLY VACCINATED

Starting at 4:00 a.m. on Monday, October 4th, travelers who are fully vaccinated must:

  • book and pay for a COVID-19 test on day 2 to be taken on or before day 2 of arrival; and
  • Complete a passenger locator form within 48 hours prior to departure.

Travelers no longer have to:

  • take a test before departure;
  • take a COVID-19 test on day 8; or
  • Quarantine for 10 days after arrival.

The Fully Vaccinated Individual Rules also apply if an individual is under the age of 18 and resides in the UK or in any of the listed countries or areas with approved vaccination programs.

WHAT DOES FULL VACCINATION MEAN?

To qualify as a fully vaccinated individual, travelers must got to:

  • have been fully vaccinated at least 14 days prior to arrival in the UK;
  • with an approved dual or single vaccine approved by the Medicines and Healthcare Products Regulatory Agency (MHRA) for the UK and the UK overseas vaccine program, the European Medicines Agency (EMA) for Europe, SwissMedic for Switzerland and Food and Drug Approved Administration (FDA) for the United States; or
  • with a full course of Oxford / AstraZeneca, Pfizer BioNTech, Moderna or Janssen vaccines from a competent public health authority in Australia, Antigua and Barbuda, Barbados, Bahrain, Brunei, Canada, Dominica, Israel, Japan, Kuwait, Malaysia, New Zealand, Qatar , Saudi Arabia, Singapore, South Korea, Taiwan or the United Arab Emirates; or
  • Have an officially approved COVID-19 vaccine clinical trial in the United Kingdom, United States, Canada and Australia and have proof of attendance (digital or paper) from a public health authority; and
  • be able to prove full vaccination (plus 14 days) with a document (digital or paper form) from a national or state health authority that includes at least the following:
    • First and last name (s);
    • Birth date;
    • Vaccine brand and manufacturer;
    • Vaccination date for each dose;
    • Country or area of ​​vaccination and / or certificate issuer;
  • Passengers who are fully vaccinated in the United States must also provide evidence that they are a United States resident.

If a person is fully vaccinated but does not fall under the rules for fully vaccinated people, they must follow the rules for unvaccinated people.

JOURNEY FROM THE REST OF THE WORLD FOR THOSE WHO ARE NOT FULLY VACCINATED

Starting Monday, October 4th at 4:00 a.m., travelers who are not fully vaccinated must:

  • Quarantine at home or in the place where they are staying for 10 days; and
  • perform a COVID-19 test on or before day 2 and on or after day 8.

Individuals may be able to end the quarantine early by paying for a private COVID-19 test through the test-to-release program.

TRAVELING FROM RED LIST COUNTRIES

Starting at 4:00 a.m. on Monday 4th October, anyone who has been in a Red Listed country or territory in the 10 days prior to their arrival will only be able to enter the UK if they are British or Irish Are a national or have a right to reside in the UK.

Before traveling, individuals must:

  • take a COVID-19 test in the three days before the trip;
  • Book and pay for a quarantine hotel package, including two mandatory COVID-19 tests to be performed on or before the second day and on or after the eighth day of arrival; and
  • Complete a passenger locator form within 48 hours prior to departure.

Upon arrival, travelers must:

  • Quarantine for 10 full days in a managed quarantine hotel (the day of arrival is day 0); and
  • Take two mandatory COVID-19 tests taken on or before day 2 and on or after day 8 of arrival.

People arriving from red countries are not entitled to participate in the test-to-release program.

FURTHER UPDATES

In addition to the changes outlined above, the government has also announced that from the end of October, eligible fully vaccinated passengers and passengers with an approved vaccine from a select group of non-red countries will pass their Day 2 test. Can replace a lateral flow test on arrival. If a person tests positive, they will need to isolate and do a confirmatory PCR test. The government also intends to make changes so that passengers who change flights or international trains during their trip follow the measures associated with their country of departure and not all of the countries they passed through as part of their trip. The government hopes to roll out these changes by the end of October and we will provide more updates as they become available.
